Coinbase Global, Inc. and Robinhood Markets, Inc. shares climbed in premarket trading on August 21, extending a sector-wide rally that put bitcoin on track for a weekly gain exceeding 20%. The movement followed a White House meeting earlier in the week where the Trump administration urged Congress to advance the Clarity Act, legislation intended to establish clearer regulatory standards for digital assets.

The rally gained momentum after the White House convened industry leaders, including Coinbase CEO Brian Armstrong and Gemini executives Tyler and Cameron Winklevoss, alongside representatives from Kraken, Ripple, the Securities and Exchange Commission, and the Commodity Futures Trading Commission. President Donald Trump told reporters that Congress needed to approve "a fair version" of the Clarity Act, describing it as "very, very powerful structured legislation" that would position the United States ahead of China in digital asset policy. He also stated that the administration had considered plans to purchase "sizable" amounts of bitcoin and other cryptocurrencies, alongside the concept of a strategic reserve.

A separate liquidity tailwind emerged on August 19 when the US Treasury Department announced it would at least double its long-term debt buyback operations. The maximum amount for these operations will increase from $2 billion to at least $4 billion starting in September. This expansion aimed to boost liquidity in long-dated Treasuries and eased concerns about tight financing markets, lowering Treasury yields and increasing overall risk appetite. Bitcoin, which trades as a higher-beta reflection of risk-on sentiment, benefited from these improving conditions.

Equities tied to cryptocurrency trading have distinct drivers during such rallies. Coinbase Global, the largest US-listed cryptocurrency exchange, benefits from higher token values that drive trading volumes and custody-fee revenue, as well as potential reductions in regulatory ambiguity. Robinhood Markets benefits similarly through its retail cryptocurrency trading business, which typically sees higher volumes when crypto sentiment turns positive. Coinbase shares rose roughly 8% in premarket trading following the White House discussions.

Institutional positioning showed mixed signals ahead of this week's surge. Hedge fund ownership of Coinbase Global fell marginally from 65 funds in the first quarter to 62 in the second quarter. In contrast, hedge fund ownership of Robinhood Markets increased from 84 to 87 funds over the same period, suggesting institutional investors were warming to its retail-driven crypto exposure before the recent policy triggers.

The Clarity Act remains pending in Congress, and Washington's history with crypto legislation includes delays and partisan disputes. A push for passage does not guarantee a specific timeline. Similarly, Trump's remarks regarding government bitcoin purchases or a strategic reserve remain speculative rather than established policy. Crypto markets have historically surged on rhetoric that does not always convert into action, and bitcoin's high beta can reverse quickly if sentiment shifts.

The current rally combines a declared liquidity measure from the Treasury with an unresolved policy narrative. The Treasury's buyback expansion is a concrete step to support liquidity, while the Clarity Act and potential government purchases remain uncertain until Congress and the administration act. For investors in Coinbase Global and Robinhood Markets, legislative movement on the Clarity Act serves as a stronger long-term catalyst than price fluctuations alone.
