Medvedev rules out new Russian mobilization, says opposing side is conscripting by force

Dmitry Medvedev stated that Russia has no need to mobilize additional forces, directing attention instead to what he described as a deepening manpower crisis on the opposing side, one serious enough to require forced conscription of civilians.
