The prospect of a negotiated end to Europe's most pressing security crisis grew more remote. Kaja Kallas, the European Union's foreign policy chief, said Russia is not serious about pursuing peace.
Coming from the bloc's senior diplomatic voice, the assessment forecloses, by official European reckoning, any near-term reading of Moscow as a willing partner at the table.
Kallas holds the EU's highest foreign policy post, and the bluntness of her characterization leaves little room to soften the message. Moscow, in her telling, is not engaged.
That conclusion, placed at the senior-most level of European diplomacy, sets the official frame through which Brussels now reads the conflict.
