Against the backdrop of an AI safety debate sharpening on Capitol Hill, a bipartisan House bill introduced on July 23, 2026, would give the Department of Homeland Security emergency authority to restrict or halt the country's most powerful artificial intelligence systems.
Democratic Representative Ted Lieu of California and Republican Representative Nathaniel Moran of Texas co-sponsored the AI Kill Switch Act, which would amend the Homeland Security Act of 2002.
The proposal targets frontier developers earning at least $500 million annually from AI and whose systems cost more than $100 million to build.
