Spain deployed its military to the North African border city of Ceuta after more than 72,000 non-Spaniards rushed the enclave in July, resulting in at least 18 deaths.
The majority of the migrants were Moroccan nationals who returned home within days, but at least 10,000 originated from sub-Saharan Africa or claimed to be minors, leaving Spanish authorities to process them under European asylum rules.
The influx has overwhelmed local infrastructure, with the death toll later reported by a Ceuta official to be approximately 100.
The United Nations High Commission for Refugees estimated that at least 1,200 of the migrants in Ceuta could be eligible for asylum in Spain.
